Sponsored by the U.S. Department of Energy (DOE), the mission of the Clean Cities Program is to advance the economic, environmental, and energy security of the United States by supporting local decisions to adopt practices that contribute to reduced petroleum consumption in the transportation sector.

Clean Cities carries out this mission through a network of more than 80 volunteer, community-based coalitions, which develop public/private partnerships to promote the use of alternative fuels and vehicles, expand the use of fuel blends, encourage the use of fuel economy practices, increase the acquisition of hybrid vehicles by fleets and consumers, and advance the use of idle reduction technologies in heavy-duty vehicles.

Since 1993, Clean Cities coalitions have steadily increased the number of alternative fuel vehicles (AFVs) on our nation's highways, with gains averaging around 15% in recent years. But more can be done, and Clean Cities is taking charge by expanding the technologies and practices it will support as it strives to displace petroleum.

Alternative fuels is the cornerstone of Clean Cities, but, in 2004 the program expanded its focus to:

  • Increase the use of fuel blends (diesel/biodiesel, ethanol/gasoline, and compressed natural gas (CNG)/hydrogen),
  • Accelerate sales of hybrid vehicles,
  • Promote informed consumer choice on fuel economy, and
  • Encourage the use of idle reduction technologies for heavy-duty trucks and other vehicles.

These four additions to the Clean Cities portfolio will help the program realize its mission and meet the program's goals of displacing 9 billion gallons of petroleum—or .5 barrels of oil per day—by 2010 and reducing petroleum consumption by more than 1 million barrels per day by 2020.

GREATER PHILADELPHIA CLEAN CITIES PROGRAM

Formed in 1993 and incorporated in 1997, the Greater Philadelphia Clean Cities Program is composed of some of the largest governments, utilities, and non-profit organizations in the Philadelphia metropolitan area.   The region includes the following counties: Philadelphia, Montgomery, Bucks, Chester and Delaware.

The Greater Philadelphia Clean Cities Program was the third organization to be designated under the U.S. Department of Energy's National Clean Cities initiative in 1993. Like other Clean Cities programs across the country, the GPCCP serves as a public/private partnership designed to promote the use and infrastructure for alternative fuel vehicles, or AFVs.  We support and facilitate the use of CNG, LPG, E85 (Ethanol) and Biodiesel fuels and hybrid vehicles.

In the Mid-Atlantic Region, there are currently eight designated Clean Cities coalitions (in order of designation): Greater Philadelphia, Delaware, Metropolitan Washington DC, Metropolitan Baltimore, West Virginia, Pittsburgh Region, Hampton Roads, and North Jersey. These local coalitions are made up of the major public, private and non-profit sector stakeholders advancing the alternative fuels market.

Individuals and organizations interested in alternative fuels are invited to participate in all Clean Cities coalition activities, which include stakeholder meetings, training sessions, technical events, fleet manager workshops, public outreach, and media campaigns. The most up-to-date information on funding opportunities & incentives, legislation & regulations, AFV technologies and availability, infrastructure development, safety, and national & local successes are covered at local Clean Cities stakeholder meetings.
